Illegal encroachments in the Capital have stalled its growth. This is the statement given by the Union Minister, Manohar Lal on Tuesday. He added that he would undertake steps to develop the Capital in the next two years. 

While addressing the Global Gurugram Investors Summit 2025, the Union Minister of Housing and Urban Affairs said that the most developed city in India is Gurugram. He cited extremely positive growth of the city during his protracted tenure as the Chief Minister of Haryana for a decade, unlike the stagnant development in Delhi, his former region. 

He also remarked that the area of Delhi is severely crowded which brings with it illegal encroachments and undocumented construction works. These factors act as boundaries for expansion in the city alongside policies and politics. 

The minister said, 'We have been able to develop Gurugram dramatically in the course of the past decade and a half. Unfortunately, Delhi still exhibits Chauhan areas under the cluster of squalid conditions with a lot of slums. Nonetheless, with improved sanity, I will proclaim from this very podium that mark my words, in less than two years, all policies will be changed and motivation to xhoeres aapproaching ujji CCD problems will be fully met.' I hope that both the public and the government could take the observations and recommendations given with the respect, guarantee to earn. 

To this he said that his government created 30 new policies and amends a contemporaneous policies. He is now starting to help his attendants so he states that all the respondents will be comprehended.

"I expect you to offer new policies, and trust me, all suggestions and concerns will certainly be looked into. Rest assured, with my mandate for urban development at the centre, all matters will be improved.” In his address, the minister said, “You know the public indicates demands and we are in a position to let you have whatever you want,”

Additionally, he supplied praise to the state for the speed of implementation of policies of the central government and expressed that there is still a lot of scope for growth in the region.

For approvals needed on particular issues, the minister promised single-window clearance from the Centre.

According to him, “Madhya Pradesh has huge possibilities and, in view of its increasing population, there is a necessity to make sustainable living places. In the Cites, there needs to be better urban mobility together with housing, and better mobility to residential places makes the city attractive as well. We will expand the metro in Indore and Bhopal, and we will always be ready to meet the mobility needs,”

He spoke about the need for more green spaces and emphasized that there is need to aim for more areas to be developed and preserved to protect the environment. 

He said, Policy implementation gets more difficult with growing sizes of the city. Development of Bhopal and Indore is much easier compared to Gurugram because the latter is more advanced, he said.

The latest policies propounded herein are quite beneficial due to critical innovations such as land pooling and higher Floor Area Ratio (FAR) which is a new concept in the state,” he said.

“Besides, Madhya Pradesh is already incentivizing electric vehicles (EVs) through its EV policy. There is still a huge requirement for slum redevelopment and a focused intervention under PMAY has been introduced to support this requirement. In addition, the Government of India will fund the builders for rental housing,” he stated.
